New Associate Superintendent Announced for Prince William County Public Schools
 The Prince William County School Board is proud to announce the unanimous appointment of Osbourn Park High School Principal Timothy L. Healey as associate superintendent for Student Learning and Accountability, effective July 1.
“As a long-time advocate for student learning and an exemplary leader, Mr. Healey is an excellent choice to guide this vital component of our School Division,” said Superintendent of Schools Steve Walts.
During his principalship at Osbourn Park High School, Healey has doubled the number of Advanced Placement (AP) course offerings and increased student participation in AP courses by more than 300 percent. He implemented an “Adopt a Student” program for school administrators to increase math SOL scores among special education students. He facilitated the school’s receipt of an individual private donation of $500,000 for a new 4,000 square-foot fitness facility at Osbourn Park High School.
“After an extensive year-and-a-half-long national search, we determined that we had the very best person for the job right here in PWCS," said School Board Chairman At-Large Milton C. Johns, following the School Board's unanimous vote of approval. “Healey’s capable leadership will advance our goal of providing a World-Class Education for all of our students. We couldn’t be happier as a Board with this appointment.”
Healey has been principal of Osbourn Park High School for the past 11 years and has had significant impact on student achievement during that time. Osbourn Park has met Adequate Yearly Progress for the last six years as defined by the NCLB legislation. The school has been designated a “School of Excellence” eight times during Healey’s tenure. In 2009 Osbourn Park High School was one of only 15 Virginia high schools to receive the Governor’s VIP Award for Educational Excellence. In addition, every year since 2003 the school has been named by “Newsweek” magazine as a “Top 1000” school in its list of America’s Best High Schools in the United States according to the Challenge Index.
Healey also served as assistant principal of Osbourn Park High School from 1997–99, teacher on administrative assignment at Woodbridge High School from 1995–97, and English teacher at Woodbridge from 1989–95. He was named Educator of the Year by the Osbourn Park High School faculty and staff in 1999–2000 and in 2006–07. Also, in 2006–07, he was a finalist for “The Washington Post” Distinguished Educational Leadership Award and Principal of the Year in Prince William County. Among his most recent accomplishments, Healey co-authored a book on transitioning students into high school, entitled “The Insider’s Guide to High School: A Parent’s Handbook for the Ninth-Grade Year.”
Healey holds a bachelor’s degree in English from James Madison University and a M.Ed. in Educational Administration from Virginia Polytechnic Institute and State University (Virginia Tech). He has completed significant course work toward a doctoral degree in educational leadership, also at Virginia Tech.
The Associate Superintendent for Student Learning and Accountability directs and supervises the organization, planning, implementation, monitoring, and evaluation of the Department of Student Learning and Accountability as it carries out its function of providing a high quality curriculum and comprehensive instructional support to schools to ensure that all children meet or exceed their learning abilities. In planning and implementing instructional programs, the associate superintendent for Student Learning and Accountability supervises and coordinates with the directors of five offices, initiates or considers various proposals for instructional programs, and conducts assessments of educational needs.
The position of associate superintendent for Student Learning and Accountability has recently been filled by several interim representatives. Pam Gauch, who held the position from 1997 until her retirement in 2008, Wayne Mallard, formerly the Division’s deputy superintendent who retired in 2006, and Kris Pedersen, formerly an associate superintendent for schools, who retired in 2004. PWCS incorporated the use of its Retirement Opportunity Program (ROP) to bring these former employees on staff.
“I am very grateful to these ‘ROPers’ for their leadership during this interim period. Their service has provided the School Division with quality leadership at a great cost savings during these difficult economic times,” said Walts.
To continue the exemplary leadership at Osbourn Park High School, the naming of a new principal is anticipated by July 1.
